Information Technology Staff Increase

Council agreed to hire a Computer and Network Technician and a Network Analyst to meet the growing demand for computer network systems support and protection of information. The City of West Kelowna currently does not employ personnel with network credentials or certifications and has relied on external contractors.


Gorman Bros. Expansion

Council adopted a Zoning Bylaw amendment to facilitate an expansion of the Gorman Bros. Lumber Mill operations. The new zoning of the site at 3900 Dunfield Road, which is not developed, is I3 Manufacturing which will allow additional lumber dry storage. Council also passed a Hillside and Industrial Development Permit related to this expansion.


Apartments at 2200 Majoros Road

Council authorized the issuance of a phased Development Permit to construct nine, four-store apartment buildings at 2200 Majoros Road. The development will include a total of 90 two-bedroom units within the nine apartment buildings.


Smith Creek Comprehensive Development Plan

Council was provided an update on the work completed on the Smith Creek Comprehensive Development Plan (CDP) application initiated in 2014. The first phase of the applications involves gathering baseline information and to identify opportunities and constraints for potential development. The CDP involves three vacant properties, totaling 154 hectares, located approximately three kilometres north of Westbank Centre. The Smith Creek residential neighbourhood is nearby to the south and Tallus Heights neighbourhood is to the east. Phase 2 of the CDP process will incorporate the information and feedback gathered at Phase 1 from Council, the public, and stakeholder engagement to inform the further development of the plan.


West Kelowna Economic Development Plan

Council approved the West Kelowna Economic Development Plan which outlines desired economic development programs and activities, which will replace the 2010 plan. The new plan, prompted by the City’s Economic Development Committee which was established in 2015, focusses on five key areas to support the committee’s recommended vision of "a high performing economy that successfully builds on and supports the Okanagan's profile and entrepreneurial momentum". The five areas of focus are:

  1. Create economic development specific communication channels;
  2. Assist businesses and investors with accessing City of West Kelowna services and navigating processes;
  3. Ensuring the City's projects consider business impacts and opportunities;
  4. Focus on business retention and expansion program; and,
  5. Strengthen the City's role as a tourism destination manager and developer.


Wine Trail Boucherie Road Upgrade Phase 2

Council was presented with the updated design of the Wine Trail – Boucherie Road Upgrade Phase 2 project and provided direction to enable the design to be finalized. The project involves the upgrade of Boucherie Road, from Stuart to Ogden Roads, to the City’s Wine Trail Standard. The upgrade will include roundabouts at the intersections of Hudson and Boucherie Roads and Boucherie, Anders and Cordova Roads. Council requested further information, including accident data and a legal opinion, before making a decision related to the closure of Stevenson and Skyline Roads as part of the project.
