What is an Annual Sewer or Water Debt?
Sewer and Water Debts are 20 year debentures resulting from a property owner choosing to finance, rather than pay out, their portion of a capital project installing sewer or water pipes in their service area. The debts cannot be paid off early as the debenture is financed through the Municipal Finance Authority not the City of West Kelowna.
