Future Focus
As a lakeside community nestled amongst rolling hills and large pockets of farmland, offering recreational and cultural amenities and modernizing infrastructure, West Kelowna is an attractive place for development and the appetite for future construction in this community remains strong.
Development proposals must include public consultation and be planned carefully to ensure projects complement existing development and respect the natural environment.
In addition to work on numerous Current Applications, planning staff is currently reviewing three new, major applications: Raymer, Lakeview Village and Mission Hill Family Estate. This page is dedicated to providing details on these future developments and will be updated to include other major initiatives as they come forward.
Raymer Study Area
Notice of Proposed Development - Raymer Study Area Submission Received
The District has received an application for the proposed development of the Raymer Study Area by the Westridge Group.
This submission proposes development of a 435-hectare site adjacent to Westside Road, on the northern boundary of the District. The proposal includes the development of two high density village centers as well as single-family and multiple-family residential development and commercial uses.

Lakeview Village
Notice of Proposed Development - Lakeview Village
The District is currently processing a proposal for the redevelopment of five subject properties located in the Lakeview Heights neighbourhood adjacent to Anders and Olalla Roads, including the former Lakeview Heights Elementary School site, the existing Lakeview Heights neighbourhood commercial property and the District's Fire Hall No.32.
The intent of the proposal is to develop a Comprehensive Development (CD) zone to accommodate a mixed-use commercial and multiple family residential development consisting of a range of building heights between two and 10 stories, and a 14-storey campanelli (tower).
The project also proposes to reconfigure Olalla Road to provide a statutory right of way for public access to the development, as well as rebuild/integrate Fire Hall No. 32 into the development.
The application received Authorization to Draft Bylaws on September 22, 2009 and First Reading by the Council of the District of West Kelowna on May 25, 2009.

Mission Hill Family Estate
Notice of Proposed Development - Mission Hill Family Estate (Z09/17)
The District is currently processing a proposal for the redevelopment of seven subject properties located on the site of the Mission Hill Family Estate winery adjacent to Ridge Boulevard and Mission Hill Road, in order to accommodate an expansion of the winery.
The intent of the proposal is to develop a Comprehensive Development (CD) zone to accommodate an expansion of tourist commercial uses which would allow for proposed guest cottages, an artist-in-residence studio, a boutique hotel (auberge), a wellness centre, a conference centre, an art gallery, a restaurant, additional winery facilities, a cidery, a distillery & micro brewery, a wine museum and a gatehouse.
The application received Authorization to Draft Bylaws on November 10, 2009, and public consultations were held on March 25 and 27, 2010. The application received First Reading of the Official Community Plan and Zoning Amendment Bylaws by the Council of the District of West Kelowna on August 17, 2010.
