The District of West Kelowna recognizes that blasting and soil deposit and removal operations can be disruptive for neighbouring communities, but acknowledges that such activities are circumstances to be expected when development occurs, particularly given West Kelowna’s rocky and hillside topography.
SOIL REMOVAL AND DEPOSIT
Council adopted the Soil Removal and Deposit Bylaw No. 0127 on December 11, 2012.
The Soils Removal and Deposit Bylaw was developed in response to public concerns brought to the District regarding soil removal/deposit activity adversely affecting residential areas and safety for pedestrians and school zone traffic.
In response, staff researched the development of a bylaw to address nuisances (erosion, dust, noise), environment (watercourses, runoff, trees, wildlife) and trucking (road safety issues, damages, scheduling). The District of West Kelowna reviewed similar bylaws in place in Vernon, Penticton, Summerland, Kelowna and Lake Country.
Significant public consultation took place during the course of developing the bylaw, including several presentations to Council and public meetings, referrals to agencies and the development of a focus group, which met twice.
The bylaw requires that a permit be obtained for certain amounts of material being removed or deposited on different categories of property. It also requires that a security and damage deposit be made and that hours of operation be regulated.

Blasting regulations are outlined in the District of West Kelowna's Good Neighbour Bylaw No. 0071. Bylaw No. 0071.02, adopted November 23, 2010, including the attached Schedule E – Application for Blasting Permit. The application can be downloaded online by clicking here or can be obtained through Municipal Hall at 2760 Cameron Road, West Kelowna, BC V1Z 2T6. Please return the completed form and required documentation, in person, to Building and Regulatory Services Department staff at Municipal Hall so the documents may be reviewed and processed.
