Westbank Centre is the District of West Kelowna's commercial core and the social, cultural and civic heart of the community. Council has committed to make significant, strategic investments in the area. Improvements are based largely on recommendations contained within the Westbank Centre Revitalization Plan.
Council's goal is to accelerate development of the Westbank Centre and provide vitalization opportunities through investment.

WHAT'S NEW?
Designs for Brown Road Streetscape Improvements are being finalized; and, a Draft Memorial Park Plan is being created for presentation at a future Council meeting.
The streetscape design and the draft park plan are being finalized based on public input received during an open house on March 14 and surveys that were conducted during the two weeks immediately following the open house.

2013 IMPROVEMENTS
Major upgrades planned in the Westbank Centre in 2013 are:

Brown Road Streetscape Phase 1 - improvements between Main Street and south of Bering Road;

Couplet Strategy - Highway 97 Reconfiguration Study;
-
Elliott Road pedestrian improvements from Main Street to Solar Road;
-
Johnson Bentley Memorial Aquatic Centre (JBMAC)upgrades;
-
Memorial Park Phase 1 upgrades;
-
Music in the Park program enhancements;
-
Springer Park upgrades; and,
-
Transit Exchange upgrades, Elliott Road between Main Street and Dobbin Road.

WHAT'S NEXT?
Designs will be finalized and staff will seek direction from Council with respect to going to tender and beginning project construction in the spring.
A draft Memorial Park Plan will be created and presented to Council for further feedback. Council's input will be used to create a final plan. The final plan will be presented to Council for consideration of adoption.
Staff will then seek Council's direction on how to proceed with phasing in the plan's recommended action items.

May 2010: Traffic signals installed and sidewalks improved at Butt Road and Old Okanagan Highway;

Summer 2010 and 2011: Ingram Road sidewalks improved;

August 2011: Westbank Museum upgrades completed;

Summer 2011: Landscaping upgraded at Elliott and Dobbin Roads;

Fall 2011: Street clean up blitz conducted;

Fall 2011 and Spring 2012: Christmas lighting and street banners improved;

May 2012: Waterfront trail connection constructed;

LEARN MORE
To guide vitalization efforts in the Westbank Centre, the District of West Kelowna underwent an extensive planning exercise in 2010 and 2011, which involved residents, businesses, property owners and stakeholders. The District of West Kelowna thanks the Federation of Canadian Municipalities for providing funding to assist with the study.
The outcome was the creation of the Westbank Centre Revitalization Plan, which contained key recommendations for short, medium and long term improvements. Council adopted the Westbank Centre Revitalization Plan on August 16, 2011.
