Westbank Centre is the District of West Kelowna's commercial and urban core and the social, cultural and civic heart of the community.

Council has committed to make significant, strategic investments in the area. Improvements are based largely on the recommendations contained within the Westbank Centre Revitalization Plan and are aimed at encouraging development and redevelopment in the area.

Council's goal is to accelerate development of the Westbank Centre and provide vitalization opportunities through investment.

Investment objectives are based on recommendations in the Westbank Centre Revitalization Plan:

  • Re-establish Westbank Centre as the community's social, cultural and civic heart.
  • Create a connected, high quality and green, open space network.
  • Re-establish Main Street as  "High Street."
  • Encourage mixed use projects and higher residential densities.
  • Celebrate and reference the area's agricultural history in the design of buildings, open spaces and public art.
  • Encourage a diversity of housing types and tenures.
  • Create streets for all modes of travel.


Brown Road

Construction is set to be completed in Spring 2014.

Mayor and Council will work with District of West Kelowna staff to officially open Brown Road. Plans are in the works for a street festival to celebrate completion of the $3.1 million project.

Memorial Park

A final plan has been completed and presented to Council for consideration of adoption.

Staff is seeking Council's direction on how to proceed with phasing in construction of the plan's recommended action items.

Major upgrades planned in the Westbank Centre in 2013 are:

  • Brown Road Streetscape Phase 1 - improvements between Main Street and south of Bering Road;
  • Couplet Strategy - Highway 97 Reconfiguration Study;
  • Elliott Road pedestrian improvements from Main Street to Solar Road;
  • Johnson Bentley Memorial Aquatic Centre (JBMAC)upgrades;
  • Memorial Park Phase 1 upgrades;
  • Music in the Park program enhancements;
  • Springer Park upgrades; and,
  • Transit Exchange upgrades, Elliott Road between Main Street and Dobbin Road.

Key improvements to date include:

  • Summer 2012: HVAC upgraded at JBMAC;
  • Summer 2012: Parking analysis conducted;
  • July and August 2012: Music in the Park launched;
  • June 2012: Kids Care Spray Park opened in Westbank Centre Park;
  • May 2012: Waterfront trail connection constructed;
  • Fall 2011 and Spring 2012: Christmas lighting and street banners improved;
  • Fall 2011: Street clean up blitz conducted;
  • Summer 2011: Landscaping upgraded at Elliott and Dobbin Roads;
  • August 2011: Westbank Museum upgrades completed;
  • Summer 2011 and 2010: Ingram Road sidewalks improved;
  • October 2010: West Kelowna RCMP Detachment construction completed;
  • May 2010: Traffic signals installed and sidewalks improved at Butt Road and Old Okanagan Highway;
