THE VISION
Westbank Centre is the District of West Kelowna's commercial and urban core and the social, cultural and civic heart of the community.
Council has committed to make significant, strategic investments in the area. Improvements are based largely on the recommendations contained within the Westbank Centre Revitalization Plan and are aimed at encouraging development and redevelopment in the area.
Council's goal is to accelerate development of the Westbank Centre and provide vitalization opportunities through investment.

OBJECTIVES
Investment objectives are based on recommendations in the Westbank Centre Revitalization Plan:

Re-establish Westbank Centre as the community's social, cultural and civic heart.

Create a connected, high quality and green, open space network.
-
Re-establish Main Street as "High Street."
-
Encourage mixed use projects and higher residential densities.
-
Celebrate and reference the area's agricultural history in the design of buildings, open spaces and public art.
-
Encourage a diversity of housing types and tenures.
-
Create streets for all modes of travel.

WHAT'S NEW?
Brown Road
Detailed designs are being created.
Once designs are finalized, staff will seek direction from Council with respect to going to tender and beginning the projects.
Memorial Park
A final plan will be completed and presented to Council for consideration of adoption.
Staff will then seek Council's direction on how to proceed with phasing in construction of the plan's recommended action items.

Major upgrades planned in the Westbank Centre in 2013 are:

Brown Road Streetscape Phase 1 - improvements between Main Street and south of Bering Road;

Couplet Strategy - Highway 97 Reconfiguration Study;

Elliott Road pedestrian improvements from Main Street to Solar Road;

Johnson Bentley Memorial Aquatic Centre (JBMAC)upgrades;

Memorial Park Phase 1 upgrades;

Music in the Park program enhancements;

Springer Park upgrades; and,
-
Transit Exchange upgrades, Elliott Road between Main Street and Dobbin Road.
